Beyond Administrative Frameworks: The Need for an Expert-Based Commission

Lucknow In a major initiative aimed at positioning Uttar Pradesh as a $1 trillion economy by 2030 and as a frontrunner in India @2047, Sarojininagar MLA Dr. Rajeshwar Singh has written an important letter to Chief Minister Yogi Adityanath proposing the establishment of the “Uttar Pradesh Strategy and Development Commission (UP-SDC).”

According to Dr. Singh, Uttar Pradesh is currently facing multidimensional challenges such as artificial intelligence, e-mobility, semiconductors, climate change, urbanisation, and agricultural reforms. These issues, he stressed, cannot be resolved merely through the conventional administrative framework. They demand long-term vision and global benchmarking, making it essential to set up a permanent, expert-driven commission.

*Global and National Precedents*
In his letter, Dr. Singh cited several global examples: the Council of Economic Advisers (CEA) and Congressional Budget Office (CBO) in the United States, the Office for Budget Responsibility (OBR) in the UK, the Committee on the Future Economy (CFE) in Singapore, China’s National Development and Reform Commission (NDRC), and South Korea’s Presidential Advisory Council on Science & Technology.
He noted that such institutions have played a decisive role in shaping economic and industrial progress in their respective countries. In India, the NITI Aayog and the Prime Minister’s Economic Advisory Council serve this purpose at the national level, while states such as Kerala, Tamil Nadu, and Maharashtra have adopted similar models with measurable success.

*Why a Permanent Commission is Necessary*
Highlighting the limitations of private consultancy firms such as PwC, Deloitte, and McKinsey, Dr. Singh argued that their reports are primarily profit-driven and often detached from local socio-cultural realities. Uttar Pradesh, he asserted, requires not just another report-making agency but a legally empowered, accountable, and visionary institution.

*Proposed Framework: Uttar Pradesh Strategy & Development Commission (UP-SDC)*
*Structure:* Experts from economics, technology, agriculture, law, education, health, industry, and infrastructure, alongside senior legislators and top bureaucrats.

*Functions:* Drafting vision documents such as UP Vision 2047. Conducting financial and regulatory assessments of major policies. Linking the government with universities, research institutions, and industry. Creating a Delivery & Results Unit to track policy outcomes. Establishing a Policy Innovation Lab to propose new solutions.

*Autonomy:* Fixed tenure, secured budget, and statutory access to data.

Expected Benefits : Formulation of globally competitive policies. Enhanced credibility of Uttar Pradesh among investors and international institutions. Policy continuity beyond political and administrative cycles. Faster achievement of the $1 trillion economy goal. Independent evaluation and continuous improvement of state schemes.

Calling this proposal a “historic step”, Dr. Singh urged the Chief Minister to initiate the legislative process for the immediate establishment of the Commission.
