Lucknow: In a bold and forward-looking initiative aimed at redefining the healthcare landscape of the state capital, Sarojini Nagar MLA Dr. Rajeshwar Singh has presented a comprehensive proposal to Chief Minister Yogi Adityanath for the creation of 5,000 additional beds in major Hospitals of Lucknow.
The proposal is accompanied by a meticulously crafted healthcare vision that seeks to make Lucknow the “Health Capital of North India” by 2030.
*Addressing the Urgency*
The proposal draws attention to an overstretched healthcare system in Lucknow, where premier institutions such as SGPGI, KGMU, RML, Civil, and Lok Bandhu are operating far beyond their sanctioned capacities. With the city’s population exceeding 45 lakh and continuing to grow, the demand-supply gap in hospital infrastructure is projected to become critical in the coming years. Dr. Singh also underscored the lessons from the COVID-19 pandemic, which exposed vulnerabilities in bed availability, ICU capacity, and oxygen supply.
*Structured Expansion Plan*
The targeted addition of 5,000 beds over the next 3–5 years would be distributed across major institutions — including 500 each at SGPGI and KGMU, 250 each at RML Institute, Civil Hospital, and Lok Bandhu, with the balance allocated to other government and district hospitals.
*Comprehensive Healthcare Reforms Proposed*
Beyond bed expansion, the proposal lays out a multi-pronged strategy:
*Real-time Bed Tracking* and referral linkages between Lucknow and district hospitals.
*Satellite Units* of SGPGI/KGMU in outer Lucknow regions to decentralise patient load.
*Specialised Emergency and Super-Specialty Units* to relieve pressure on general wards.
*AI-Integrated Systems* for patient prioritisation, tele-ICU services, and e-OPDs.
*Vertical Infrastructure Expansion* and the creation of a dedicated “Lucknow Health City” housing hospitals, research centres, and biotech hubs.
Human Resource Strengthening through bonded service terms, paramedical training institutes, and incentives for top medical talent.
*Funding Diversification* via state and central allocations, CSR participation, PPP models, and international collaborations with institutions like the World Bank, ADB, and the Bill & Melinda Gates Foundation.
*Financial Blueprint*
The estimated total cost for the expansion is ₹15,812.5 crore, with contributions expected from the State Government (₹6,325 crore), Central Government (₹4,743.75 crore), CSR/PPP models (₹2,371.87 crore), and international funding sources (₹2,371.87 crore).
*Vision 2030 – Health Capital of North India*
Dr. Singh’s roadmap envisages Lucknow as a hub for world-class healthcare infrastructure, AI-driven medical services, global research collaborations, and medical tourism catering to neighbouring countries and African nations. It also prioritises universal access to affordable treatment under Ayushman Bharat and state health schemes, alongside generating over 15,000 new jobs in the healthcare sector.
This proposal, if implemented, has the potential not only to strengthen the healthcare backbone of Lucknow but also to position the city as a medical powerhouse for the entire northern region of India.
