Lucknow Legislator and former Enforcement Directorate officer Dr. Rajeshwar Singh has submitted a policy proposal to Hon’ble Chief Minister Yogi Adityanath Ji, calling for an “Area-Wise Demographic Policy (ADP)” to ensure balanced population growth, women’s empowerment, and social cohesion in Uttar Pradesh. Commending the Chief Minister’s leadership, Dr. Singh said that “under Yogi Ji, Uttar Pradesh has set new benchmarks in governance, women’s safety, and social reform and now must lead in responsible population management.”

*Changing Demographics :*
Citing the Census of India (1951 & 2011), Dr. Singh noted that Hindu population share declined from 84.4% to 79.7%, while the Muslim share rose from 14.0% to 19.3% over six decades. District-level data shows higher imbalances – in Rampur (50.6%), Sambhal (56%), and Muradabad (47%), Muslim populations now exceed or near majority. The State’s fertility rate (TFR 2.4–2.7) also remains above the national average (2.0).

*Policy Proposal :*
The proposed ADP Framework calls for:
* District-wise classification (Green–Amber–Red) based on fertility, education, and migration trends.
* Girls’ Secondary Education Mission with 100% Class 12 completion.
* Mission Parivar Vikas 2.0 for doorstep family planning in high-TFR districts.
* UP Demography Dashboard with NITI Aayog and Health Department oversight.

*Incentives and Deterrents :*
* Incentives: 5% additional funds for low-TFR districts; ₹10,000 DBT for girls completing Class 12; housing/tax priority for small families.
* Deterrents: Two-child norm for government jobs in high-TFR areas; limited benefits for non-compliant families.

*Expected Outcome* : Balanced demography, improved maternal-child health, stronger women’s education, reduced illegal migration, and data-driven governance across Uttar Pradesh.

“This policy is not against any community,” Dr. Singh emphasized. “It’s for a stable, educated, and equitable Uttar Pradesh – the foundation of Viksit Bharat 2047.”
