*Calls for AI-based Monitoring, Centralised Control, and Strict Enforcement to Prevent Animal Cruelty*
*Lucknow|* In a major step towards humane governance and ethical animal welfare, Dr. Rajeshwar Singh (MLA, Sarojini Nagar, Lucknow) has submitted a detailed policy proposal to Hon’ble Chief Minister Yogi Adityanath ji, urging the Government of Uttar Pradesh to implement an AI-enabled Humane Monitoring System and a modern regulatory framework for all slaughter houses across the state.
Dr. Singh praised the Chief Minister’s visionary leadership in promoting compassion and governance rooted in constitutional values. He said —
“Under Hon’ble CM Yogi Adityanath ji, Uttar Pradesh has become a national model of cow protection and compassion-led administration. The next step must be to make slaughterhouse regulation transparent, technology-driven, and fully aligned with Article 48 of the Constitution.”
*Key Concerns and Facts-*
The proposal highlights persistent issues in enforcement and humane compliance:
* 20,000+ animal cruelty cases reported annually in India (NCRB 2019–22).
* Only 50% of licensed slaughter houses in Uttar Pradesh have working CCTV systems (UP Livestock Dept 2023).
* AWBI (2020) reports instances of slaughter of pregnant buffaloes in multiple districts.
* World Animal Protection Index (2020) ranks India in the “weak enforcement” category for animal welfare.
*How AI Will Help Prevent and Control Cruelty*
Dr. Singh underlined that Artificial Intelligence (AI) can revolutionize animal-welfare enforcement and real-time prevention of cruelty.
AI-enabled cameras can automatically analyze live video feeds to detect pregnant or juvenile animals, identify violations of stunning protocols or overcrowding, and send instant alerts to veterinary and enforcement officers.
This system would make it possible to intervene before cruelty occurs, ensuring that every act of slaughter complies with humane and lawful standards.
He added, “AI is not merely a tool of technology, it is a tool of compassion. With AI, we can build a system where ethics and efficiency coexist.”
*Integration with State Command and Control Centre*
Dr. Singh further recommended that all slaughter houses across Uttar Pradesh should be mandated to install AI-enabled cameras as per government specifications, and these should be integrated with the State Command and Control Centre for real-time monitoring.
This will enable centralised oversight, automatic alerts, and coordinated enforcement by the departments of Animal Husbandry, Urban Development, and Police.
Such a system, he said, would ensure zero tolerance for animal cruelty and establish Uttar Pradesh as the first state in India with an AI-driven humane governance network.
*Major Policy Recommendations*
1. Mandatory CCTV & AI Monitoring:
Real-time video surveillance with AI analysis and 30-day data retention.
2. Strict Ban on Slaughter of Pregnant or Young Animals:
Immediate suspension of licenses for violation of Rule 6(4) of the Slaughter House Rules, 2001.
3. “UP Humane Slaughter Protocol 2025”:
To include humane handling, veterinary fitness certification, rest period, and no-slaughter-in-sight norms.
4. Transparency & Public Disclosure:
Public portal for licenses, inspection reports, and citizen complaints.
5. Integration with FSSAI & Municipal Systems:
Renewal of licenses only for units with verified humane compliance.
6. Training & Capacity Building:
Mandatory “Humane Handling Certificate” for all operators and workers.
*Administrative Actions Proposed*
* Formation of an Inter-Departmental Task Force on Slaughter House Reform (2025–27).
* Issue of a Government Order within 90 days mandating AI-CCTV integration.
* Appointment of a Nodal Officer (ACS rank) for statewide supervision.
* Launch of pilot projects in 10 major slaughterhouses within six months.
* Allocation of dedicated funding for AI systems and training in the 2025–26 Budget.
*Global Best Practices Referenced*
Dr. Singh’s proposal draws lessons from the UK, Germany, New Zealand, Australia, and the USA, where real-time monitoring, humane protocols, and strict veterinary oversight are standard.
He suggested introducing a “Humane-Certified Meat – UP” label to boost both ethical governance and economic brand value for Uttar Pradesh.
*Statement by Dr. Rajeshwar Singh*
“This is not merely a matter of faith or food – it is a test of our humanity and civilization.
If Uttar Pradesh integrates AI-enabled humane monitoring with its State Command and Control Centre, it will set a global precedent for governance that combines compassion, technology, and accountability.”
