Burning Not, Earning”: MLA Rajeshwar proposes a Parali Buy-Back Scheme to enhance farmers’ income
Lucknow. Sarojini Nagar MLA Dr. Rajeshwar Singh has taken a significant initiative towards making the forthcoming Uttar Pradesh Budget (FY 2026–27) a national model of Green Growth and Climate-Resilient Development, by submitting a detailed letter containing five key policy proposals to Finance Minister Suresh Khanna.
In his letter, Dr. Rajeshwar Singh lauded the unprecedented progress achieved by Uttar Pradesh under the leadership of Hon’ble Chief Minister Yogi Adityanath in the fields of infrastructure, renewable energy, urban governance, environmental protection and fiscal discipline. He emphasized that the time has now come to take these achievements to the next stage of Green Economy and Sustainable Urbanisation.
*Five Strategic Green Proposals for the Budget*
1. *Community Solar Parks in RWAs*
Dr. Singh proposed the establishment of Community Solar Parks in all registered Residential Welfare Associations (RWAs), with 90% capital support from the State Government and 10% contribution from RWAs. This model would address the limitations of rooftop solar in densely populated cities like Lucknow, reduce electricity bills and generate local green jobs.
2. *Rainwater Harvesting and Groundwater Recharge*
He recommended making Rainwater Harvesting mandatory for all RWAs in water-stressed urban areas including Lucknow. This measure would help address falling groundwater levels, urban flooding and climate-induced water stress in a sustainable manner.
3. *Expansion of Green Mobility and EV Ecosystem*
Dr. Singh suggested strengthening tax exemptions and subsidies for electric two-wheelers, three-wheelers, e-buses and commercial EV fleets, along with the development of EV charging infrastructure in RWAs, markets, industrial areas and transport hubs. This would significantly reduce air pollution and dependence on fuel imports.
4. *Parali Buy-Back Scheme – “Burning Not, Earning”*
He proposed providing direct financial incentives (DBT) to farmers for selling crop residue, along with village-level aggregation facilities and guaranteed buyers such as CBG plants, biomass units and waste-to-energy facilities. This approach would curb air pollution while enhancing farmers’ income.
5. *Scientific Waste Management and Waste-to-Energy*
Dr. Singh recommended implementing source segregation, Material Recovery Facilities (MRFs), composting and biomethanation across all urban local bodies, while adopting Waste-to-Energy in a phased manner only for residual waste. This would help address landfill saturation issues in cities such as Lucknow, Kanpur, Agra and Varanasi.
*‘Not Expenditure, but Future-Proof Investment’*
Dr. Rajeshwar Singh clearly stated that these proposals are not government expenditure, but future-proof investments that will simultaneously strengthen public health, environmental protection, farmer welfare, employment generation and energy self-reliance.
He expressed confidence that under the financial leadership of Finance Minister Suresh Khanna and the guidance of Chief Minister Yogi Adityanath, the forthcoming Uttar Pradesh Budget would emerge as a nationally exemplary model of Green Growth and Sustainable Development.
